is there a special way to do this?

or is it no big deal like steel rims

Use the same procedure as with steel rims. A clear coat will help to protect the paint, as well as giving more gloss.....

should i rough them up with some sand paper then prime and paint?

Before you sand and prime, get some vinegar and put some in a squirt bottle then apply liberaly to the wheels.
It doesnt really matter how long you leave it on...about
5 to 10 min will do. The vinegar will etch into the aluminum giving the primer something to bond to.

hey thanks, i have
an extra set of rims and i was thinking of painting them black when it gets warm enough to do so,

for some time i've been thinking about getting a set of MTs, not anything big either stock size or 30's
