Assuming the 4.0L OHV engine, there is a gasket, the fuel rail and another gasket between the upper and lower manifold. The fuel rail is easily replaced and should be inexpensive. Are you sure that is water you see? Maybe it's to late and I'm reading it wrong, unless I'm really misinterpreting your upper and lower manifold description, the spacer he is describing is the fuel rail and the vehicle should not be driven.

If its the SOHC, someone else can advise.

That is the fuel rail. Easy to find at a salvage yard. There should not have been water at the spacer though. But there is at the lower intake, may be just a gasket leak. We had one at the shop yesterday with a leak at the lower intake gasket.
