mowermechanic 09-21-2008, 11:24 PM I bought a 94 exploder. I received the REGISTRATION (with signatures) and a BILL OF SALE (with signatures). My fault, i bought it without the title, the guy went with me to the department of motor vehicles, low and behold, the title was still in the mail (he bought it, and blew engine within 2 weeks) so they said wait 2 more weeks untill it comes in the mail (he "was" going to file for lost tite/transfer ownership). It's been 2 weeks, i can't get a hold of him. His name is on the registration he signed, also the bill of sale. My question is, will 2 pieces of legal matter be good to file for a lost title? Or, does it have to be in my name? Any cutting corners or shortcuts!?!?!?

Not My Governor seems to have made it quite difficult to do anything.
Send in a Change of Ownership form as directed, start getting dunning letters for traffic tickets and such.
Seems the folks who get the change forms don't tell the title folks......
"Cradle to Grave", you can't do anything without a title in Washington.
Did you fill out a "lost title" form at the DMV and have him sign it?
That is your ace in the hole.
If the title is going to HIM, and he's a low-life, he can re-sell the car and you're stuck.
Check with your local DMV or call Olympia and see what they recommend.
You might get a real person who actually speaks English and can help.
Had it happen once or twice.

Old cars, like my 1949 Willys, were titled by engine numbers. When I bought it 35 years ago, the 148 CuIn in-line 6 was froze solid and cracked.
Went to the dump, flathead V-8 went in.
YEARS later I found out about the titling issue, explained to the WSP, they filled out a form with the body number, cost ten bucks, and we were set.
Not any more!)
mowermechanic 09-22-2008, 12:03 AM THERE MIGHT BE HOPE AFTER ALL. HE JUST CONTACTED ME. We were supposed to wait 2 weeks until the title came in the mail. I tried to contact him about 3 different times, 2 times with messages, no response. He JUST contacted me about an hour ago (2 weeks, 1 day later) he said he'd go to the DMV with me tomorrow. So what form should i have him fill out?>!?>!>!

They (DMV) will walk you through it.
IF he is the legal owner, and IF there are no warrants on it (like, a credit union he still owes money to), he will be the name on file in Olympia.
The title will then come to you.
Make sure his name is the only one on the title on file in Olympia!
If he is trying to sell something actually owned by a bank or credit union, then there are some real issues.
If a clear title exists, the Lost Title form will get one mailed to you in your name.
But he has to sign off on ownership on the form.

Donner 09-22-2008, 01:12 AM No, they need to be advised of what is happening. The names on the paperwork mean little, you need to have the authorities assist you. They will either take over or refer DMV enforcement to you.

Donner 09-22-2008, 01:28 AM You should advise the authorities... You don't have to go to his door, but if they don't know what's happening, and things go wrong, you will have little recourse. In other words, your situation is active, you can have this done with (by probably DMV enforcement handling it). But as of now, things don't seem to be going in your direction.
