I just replaced the warped front rotors and pads on my 95 XLT with ART rotors and pads. There is still some pulsating in the brake pedal although it is far less than before. There are 57,600 miles on the Explorer and the original rear pads appeared to have about 20% left when I serviced them. Should I safely assume the rear rotors are also warped?

If so, I was just going to buy regular quality replacement rotors at Pep Boys for $55.87 each since the fronts do most of the work. It is curious that there are cheap replacement rear rotors available for as little as $27.00 each! I wonder about the quality though.

Well, Are you sure you have rotors in the back or are they Drum Brakes?

The 95 Explorers have rear disk. This was the first year they came that way.

Last night I bought new Raybestos rear rotors and pads at Pep Boys, $154.00. It only took about 80 minutes to install them including the fun part of beating the old rotors with a hammer until they broke loose. New rotors cured the problem and proved the rears were warped. Now it stops smooth as new with no vibration.
