Is there a series of circular light that hella makes, that can be folded down, the actual light can be folded down once it is mounted.

Almost all of them can. There is one screw that the light housing pivots on. Simply loosen it, flip the light down, and retighten it.

so the hella 4000's can flip down, about how long does it take

as long as it takes to loosen the screw, flip it down and and tighten the screw back up.... of course you will need to reaim it..... and reverse the procedure for flipping the light back up
