this isnt about explorers, but, my moms 93 olds convertible doesnt stop worth a crap. fully slammed to the floor, as far as the pedal will go. like stopping with normal traffic. /// also, her horn wasnt working so i tried changing the fuse. when i put a new fuse in the horn wouldnt stop sounding. so i had to pull the fuse out. must be cuz its gm, i dont know. any info would be nice. thanx

weve got new front rotors and pads, but it didnt help at all

I would guess there is air in the line or that she needs a new master cylinder.
Try bleeding the brakes, and then consider the new master.
