Blower motor runs when ignition in on position

Blower motor gets power as soon as ignition is in on position and motor not running. Even runs with relay removed. Remove fuse 2 and it doesn't run. Works properly if I switch A/C on. I have replaced EATC with a known good one that I keep for testing. I know it is always hot from fuse and then supposed to go to relay from EATC. I'm guessing maybe a short, but can't guess where it is. I have disconnected power connector at blower and get 12v to it from the resistor side. Basically just need another opinion as to where to go from here before I start tracing wires and disassembling things.
 












That's what I'm guessing as all other post are about speed control NOT working. I will be changing it out today or tomorrow.
 






Got part and installed, just as I suspected. Works fine now. Resistor must have had a short allowing power to blower motor even when relay is removed.
