Dealership Diagnosis Fee

Sorry, this might not be the correct place to post this question, but has anyone ever encountered a $130 diagnosis fee when bringing their car into the dealership? My check engine light came on so I took my 2007 Explorer in and they're charging me $130 for the "diagnosis fee" to see what's wrong and to see whether or not it'll be covered by my extended warranty. I don't think I've ever encountered this fee before, and I've brought my car in multiple times.
 






Usually their base fee for shop time. Most places are a min hour shop rate now days, and most places are 100+ an hour for shop time, especially stealerships.
