Hey just wondering if a 1991 Ford Ranger transfer case will bolt up to a 1995 ranger

If it's a manual transfer case with shift levers, yes. If it's an electric shift case, I'm pretty sure the answer is yes, but I'm not positive as there may have been electrical changes.
Your best bet would be to ask in our Transmission and Transfer Case subforum.

Yes, it will bolt up. 91 should be a 1354, same as a 95 has.
