Anyone use a "velocity tuner" to gain HP/MPG

Snake oil junk. The intake manifold runners already tune the airflow. Anything you put ahead of them like that won't make a bit of difference except increase restriction.
 






Agreed... Big Time gimmick!!! They make there claims of "swirling the air".. What happens to the swirled air once it goes into the manifold, then makes the turn to go into the runners?? The only way that something like that could work is if the swirled effect happened with a straight shot to the head!!
 






Junk.

Want to increase flow and gain HP? Get a cold air intake from K&N, KKM, Volant or the like. Want more HP with that flow? Add a 2.5" exhaust system. Even more, while maintaining a certain fuel economy? Tuner, SCT brand.

The common threat among these is price--you pay for quality. eBay is filled with snake oil (but--you can get some of the above on eBay).
