INDIANA OFF-ROAD VEHICLE USERS HAVE BILL IN INDIANA LEGISLATURE
A bill that could provide opportunities for off-road vehicle trails was
introduced in the Indiana Senate on Jan. 14.
Senate Bill 0432, sponsored by Sen. John Waterman, R-Shelburn, would allow
the state to raise the current off-road vehicle registration fee of $6 for a
three-year permit to $15 for two years. The additional revenue would be
dedicated to the Indiana Department of Natural Resources to use to acquire
land for vehicle trails and opportunities the use of off-road vehicles on
public or private land.
Senate Bill 0432 also requires the bureau of motor vehicles (BMV) to provide
complete registration services for off-road vehicles at license branches.
Currently, Indiana residents can register their off-road vehicles by
obtaining a form from Indiana conservation officers, most Indiana BMVs, the
DNR website and Indiana motorcycle and ATV dealers.
The bill also provides the use of decals instead of the current system of
placing large registration numbers on vehicles.
The current permit allows off-road vehicles to be operated on county roads
in 30 of Indiana's 96 counties.
Aside from a few revisions in 1995, the current bill has not changed for
about 30 years. The original bill was to provide funds for a state-owned
off-road vehicle facility. Although Indiana has never had such a facility,
an off-highway vehicle area in Southwestern Indiana is targeted to open in
2003.
"The bill is the future of OHV use in Indiana" said Brian Rowda, winner of
the United Four Wheel Drive Association Environmental 4-Wheeler of the Year
award. "DIRT and the Indiana Four Wheel Drive Association (IFWDA) teamed up
to review the current OHV regulations here in Indiana. Through lobbying
efforts and networking with various lawmakers and OHV groups, this bill will
financially assist in making Indiana a strong OHV state."
