No power at the OBD II receptacle.

2004 Sport Trac XLT
My 2004 Sport Trac is having its fair share of issues, so I purchased a code scanner to help me out. When I plugged it into the OBD II receptacle, the scanner did not illuminate. I then plugged the same scanner into the OBD-II port in my 2004 F-150, and the scanner does function properly in the F-150. I checked all the fuses that are labeled PCM and they all check good. Is that were the voltage for that receptacle comes from?

Currently, the truck will not start, however, removing the negative battery terminal and letting it sit for about 5 minutes, then reconnecting the neg., the chances of the truck starting increases. It has started and ran for several minutes until I turned it off and unsuccessfuly attempted to start it immediately afterwards. When it does run, it does not idle smoothly above 3000 RPMs.

The truck has 73K and was in good running condition until recently.

There is a fuse for the dlc which is also the cigar lighter fuse.
