94 & 99 Ranger

Problems with 1999 Ranger Evac System
My 1999 Ranger is a 4.0 4WD Ext. Cab. The charcoal canister by the spare tire is staying open causing a vacuum in the engine. Has anyone else come across this problem and solved it? A California emission system (no EGR valve) is involved.
