poping sound from front wheels?

Has anyone ever had this problem. I have a 97 explorer with 45,000 miles on it, and at really slow speeds(1-5mph) I can hear a crackling,poping sound coming from the front wheels of the truck. It sounds like bad wheel bearings, but as soon as I get going over 5mph the sound goes away and everything is fine. What could be causing this poping sound from my front wheels?
