new exhaust, new starter, new battery, wont go past 3000 rpm or 30 mph
serious debate on possible problems, please advise. lot of fixing up on the cosmetic side needed all input appreciated

If an automatic, just maybe it isn't shifting out of first. That would make me think the speed governor in the transmission is sticking. You can get to it from the extension housing and polish it up. Some more clues would help.

Could you give a few more details ? I assume you have an automatic ? Are you saying it woun't upshift to a higher gear than 1st ?

When was the last time the fuel filter was changed ? the engine could be running outta gas due to a dirty fuel filter.

The truck is automatic, and I dont know what else to say
I need HEEEEEELP, when i am driving it doesnt go above 30mph, when i go to d1 d2 it doesnt matter, floored it only does 30 and up hill like 15mph. In neutral wont pass 3000rmp I you need specific i can definatly get you what u need, the battery is brand new and the starter is new, the mechanic that put the starter in said some "things" were loose but he didnt specify another guy said something about "vacume plugs" missing from the engine, i'm so confuse, if this was a computer I would be straight I dont know if it matters but he also said he had to drain excess oil from the car

There are several different things that could cause this problem, but first you need to analyze the symptoms. First are you getting a Check Engine Light (if not, is the indicator light working?) The CEL will tell you if the onboard computer is detecting any running problems with the car. If it is, you may have a vacuum leak or an EGR, IAC, MAF problem - but these are unlikely to cause the problems you are experiencing, but may contribute. If no CEL, the most likely fault is the transmission. These are difficult for the novice to troubleshoot and repair. Most transmission shops will initially check your transmission for free or a small fee. But don't do this until you eliminate some other problems. Does the car shift from first to second gear as you accelerate? It should do so before you reach 30mph. Is the emergency brake engaged? If it is just slightly engaged, this will keep you from accelerating (unlikely since you said you can't get past 3000rpm in neutral). A fuel problem (such as a bad fuel pressure regulator or clogged fuel filter) may too cause the car not to accelerate, but this is less likely since you are getting up to 3000 rpm. How many miles are on the Ex? How long since the plugs and wires changed? If the mechanic said you were missing vacuum plugs, why didn't he replace them? I hope this is some help to you.

Sounds like the vacuum modulator on the transmission is leaking fluid into the crankcase. Have you looked at the transmission fluid level? "some "things" were loose but he didnt specify another guy said something about "vacume plugs" missing from the engine" Check the vacuum tree on the drivers side of the intake manifold. They have caps that can fall off. Also look for oil in the tubes. Leaking transmission fluid from the modulator often causes the rubber to swell. This vehicle sounds like a wreck, but if you attack one thing at a time the problems can be solved. The transmission won't run right if the engine has problems.
