Not entirely correct. While smaller tires are easier to turn they will make the vehicle turn higher RPM's at cruzing speed eliminating the added bennifit of the reduced load. A narrower tire will reduce fuel consumption due to a smaller foot print causing less drag, but it will also reduce handeling to to the smaller foot print. Its a comprimise.
