I would try and see if its the Multi Function Switch on the steering column, on ocasion they will burn out and the only way to have light is to hold the Flash to pass switch to have lights if thats the case i would replace it...Very easy to do with simple screwdrivers.

Try wiggling the wires that go into the harness of the multifunction switch/ stalk. I ended up replacing mine and it fixed it.

Check out this thread.

LOWM

I have seen other people have problems with this module causing headlight issues.

Also, this might help: Where is the LOWM?

i had this same problem. all the fuses were good, etc. it turned out to be a burnt or bad relay. (in the distrbution box under the hood.) you really can't tell by just looking at it.

I also had the same problem, it was my multi switch on the steering col. I had to take it to a ford shop to figure it out though. You might want to take it to a garage and have them run a diag on it. But do it soon because if it is doing the same thing mine did it was starting to melt the wiring harness.

Check LOWM did not see any burned out Transistors. I see that some people responded that it may be the Multi Function Switch in the steering column.
Is this something I can replace on my own? and get the part at a local parts shop?

It's a do it yourself job.

4 screws to get the plastic covers off of the column and 2 (torx) to get the switch off.

Unscrew the tilt wheel lever.

3 harness plugs to deal with.
