Need help making avatar.

I am using Photoshop 7. I need some help making an avatar. When I try to resize it, it gets way too small.

This is the pic I want as my avatar.

I reduced it to 90x90 or 90x68.. You can either choose to save it as a jpg or gif. If you choose GIF, lot of times the file is smaller compared to a jpg since it is compressed.

I clicked the box in the control panel on the left, drew a box around the truck to eliminate the stuff around it, then edit; cut. Then file; new. in the new window, edit; paste. Then reduce the size like Blee said. That way you get more truck, less scenery in your avitar.
