97 XLT Keypad And Keyless Not Working?

I have a 97 XLT with the factory keypad in the door and it will do nothing not even lock the doors, the uinit is good I tested it on another explorer, also when I try to program the explorer with a new key fob, it will not access the programming mode. Module bad? if so where is it or are there anymore tests?

I did check the fuses.
