I wonder if they didn't use the C130 for its in-flight stability? I would imagine very precise servo-control of the optics, as well as a stable flight platform would be necessary to ensure accurate positioning of the beam on the target. The slower and more stable to ride, the more accurate the 'shot'....

Might need to take up making tin-foil hats again!!

Edit: Can you imagine GW sitting in the oval office, saying, "I just want some frickin' Hercs with frickin laser beams!"
