bogging acceleration

Hey guys , new to this forum. I have a 96 ford ranger 2.3 and the issue i am having is on acceleration it is a dog till i get up to about 25mph then it runs find. No issues with going up hills, just really sluggish on stop and go. I have no codes and everything else seems find. Ive searched the forums but nothing close to my issue any help would be apperciated. thanks

Some questions:
Is this a new thing, or has it always done it?
What size tires are you running?
What is your axle ratio?

Hi Bill , Been that way since i got it a few weeks ago . The tires that came with it are
P215/75/R14 and the axle ratio is 4:10. The truck starts up fine and idles great but just sluggish in accelaration from a stop. cleaned the maf and got a complete oil change with new air filter. Just dont know where to start looking to fix this issue, I did do the throttle cable mod with zip ties seems to have alittle more pick up . Ive read that I should match my tires to the rear to get better performance should i go to 15 inch tires? thanks for your time.
