No fuel pressure with new parts.

Hi, first of all, my '88 Ranger XLT SuperCab 2.9L 5 Speed has quit running. Driving home one day, it just quit. Found the pump in the tank was bad so it was replaced. Still nothing. Then replaced the 2nd pump under the driver's door and that didn't help either. Finally, a neighbor mentioned the fuel pressure regulator. Got one of those and put it on, still no pressure. I can turn the key and hear the pumps working, but there is nothing at the valve on the fuel rail. I don't have the money to take it to the dealership or any shop. Any ideas on what to try next? Maybe I missed something or didn't do something? I had thought about jumping out the fuel pump at the tank till I get fuel under the hood, to prime it (I'm guessing here).
