99 explorer idling issue

Alright guys another question. So I'm having an issue with it idling in park or neutral. Its revs to about 2k rpms and drops to like 400 rpms where it feels like it will stall. And it just keeps revving and going back down. Its not a constant revs, it fluctuates . I have no idea what it could be I have checked my vacuum hoses recently did my spark plugs. Any ideas?

Sure sounds indicative of a vacuum leak. The IAC would also be a likely suspect. Try rapping on it next time it's idling erratically to see if it alters the idle. Either way, I'd start by cleaning it.

I was thinking it could possibly be the IAC. The vacuum hoses appeared to be okay but I'm going to check through them again
