annoying idle issue, anyone can help?

Hello all~
I have a 1994 XL 4.0l OHV. right now it's idling at 950 rpm or so when fully warmed up. Sometimes 1000. New IAC, new lower intake gaskets... any idea what it could be? I am suspecting my Throttle Position sensor to be the blame. Any particular ways I can test it? I took it off the throttle body but kept it plugged in and turned it and the idle went up, and i let it release to normal and the idle just stayed up. On normal driving it just seems like that sensor is telling the engine I'm resting my foot on the gas but I'm not. It used to idle slow and have a rumble but now it doesn't >< Any ideas or suggestions are welcomed
