Defrost /heater will not work correctly

Here is my problem on my 2003 XLS. My AC and general aire work corectly. Air comes out of console vents. When I switch to heat or defrost the air still comes out of the console vents instead of the floor or defrost vents.

I have the same problem on my 2002 XLS. How do I fix it?
