First Gear Won't Hold In A Downshift ???

Hey guys, hoping for some help from you guys. My Explorer Trac is doing something a bit odd. When I go down a snowy/icy hill, I will put it in 1st gear to brake with the gear. It will hold the gear. But after a while, it won't hold the gear. For example, I'll drive straight in 1st gear and raise it to 2500 rpms and take my foot off the gas it holds the gear. After a while, it will no longer do this. I will speed up to 2500 rpms, take my foot off the gas and it drops straight from 2500 to 1000. Almost feels like it goes into neutral.

What are your guys' thoughts?
