Front Impact Beam Questions (the real bumper)

Here's the questions I have...
After your look at the photos of the Front Impact Beam, does anyone know why there is a threaded whatever it is on the passenger side of the beam? There isn't one on the driver's side.
However, there are some type of reinforcement spots ( my technical jargon is overwhelming I know ) on each side. What are these for?
Keep in mind this is a 2016 Police Interceptor Utility. I don't know if the regular Explorer's have these or not.
