Level of coolant in the radiator

Guys, I'm used to checking the cooling in the radiator with a long vertical tube. When you open the cap and the tube is full up to the rimb, you're ok. With the 06 Explorer, the radiator is a horizontal cylinder. When I check the fluid level there, it's always about 1/4 full, never full to the top. Is that normal? The expansion tank is full.
