Steering wheel cover

My steering wheel leather covering is stretched and wrinkled on the top half facing the dash. I can feel it with my fingertips as I wrap my fingers loosely around the steering wheel.

I suppose I can take it to an auto upholstery shop, but was wondering if anyone had any clues as to how I might be able tighten it up mself.

best and low cost method it to put an aftermarket wrap over the factory leather. Either that or get a new factory wheel which is what i did.
