What am I doing wrong?

I am replacing the instrument cluster on a 2008 Ford Sport Trac XLT. First time I did it the truck would not start. No click, nothing. Paid for a tow truck and took it to a mechanic. Said I did not have the electrical plug all the way in. I had to order a replacement cluster, just replaced it and now the same darn problem. All the gauges work, warning lights, etc. Just won't start, No click. I have taken it back out three times and double checked all the electrical connections and everything looks great. Am I missing something minor or just stupid.?
 






Vin and keys need to be programmed in the new cluster memory. Someone more knowledgeable than me will need to help with the details

Some locksmiths have the ability to program your new cluster. Or even a mobile mechanic, I went the mobile mechanic route when I did mine, i think it was $150
