1995 2nd gen 4x4 low stop working

1995 2nd gen 4x4 low stop working. It worked, than did not work. Now its not working. I replaced the GEM module, selector switch, and transfer case shift motor. No change. Still have the issue. From this forum, someone states, there is a additional relay in the dash, that commands the GEM module to Change states. Does anyone know the location? Or know the solution to this problem?

engaging sequence must be followed , foot on the brake vehicle in neutral or clutch depressed, do not drive in 4x low on hard dry surfaces, pull fuses 17 and 18 if hearing a spinning noise magnetic clutch to 4x auto not functioning ! Possibly from not sequencing tranasfer>
best could come up with on short notice
