Throttle Body not working when the car is running

Throttle body is operating fine (open & close when the gas pedal is pressed) only when the ignition switch is on (car not running). However when I start the car and the engine is running, the throttle body remains close.
Any idea?

i got a check engine this morning for a issue with the TB / TPS
turned my ST 08' and the rpm were jumping everywhere. and then gave me the CEL.
turned the car off turned key to on/acc waited 2 seconds then turned it on. same issue.

this is just what i did....
used my scan tool- saw a TPS issue.
cleared the code with car in on/acc.
turned off car.
checked all coils, fuel injector connectors, checked oil. looked for any obvious major damage/leaks etc in engine bay. (none)
unplugged the tps harness. waited 10 seconds or so. plugged it back in made sure it was snug and secure.
restarted car. no issue anymore.

* i removed TB and cleaned it last week guess i didnt secure it enough to handle the pothole'd roads of PA.
