i have a 96 xlt with it maxed out torsion drop and 2.5 lowering blocks in the back... i wanted to slap on my 33's once again nd lift it with my warrior shackles but no sure how to know how far i can crank the torsion bolts....

Once you get the torsions back to (or close) original height, the highest you can safely go without damaging your cv shafts is 2 inches. There are a few good threads on how to properly do a TT.
