Quick question about front bumpers and years

What years would fit a 1999 Ford Explorer, (of course a 1999 will, but that year isn't available so it gives me a few other options for a Baja Style bar and I am wondering which years would have similar body styles for mounting.

does it have a steel bumper ?

The difference is whether its the steel bumper with the plastic valance and square five, of the one piece all plastic bumper with circle fogs

Both designs for the second gen. I had an early second gen front bumper on my 2000 Sport.
