Radio Is Powered Full Time.

Just found it odd that I went out in the morning, without ever starting the vehicle and the radio came on.
The radio should not have come on by itself if that is what you're saying. It can be turned on by you manually before starting the vehicle but not on its own.

I tried it, but found that as I leave it on when exiting, I had to push the power button off and then on again for it to play.

I also leave it on when I turn off the vehicle. The radio then turns off when the door is opened. When I turn the ignition on again later, the radio automatically comes on. That is the way it should work. If you want the radio on when the ignition is OFF, then you have to manually do so.
