Whining sound coming from engine compartment

Hi, I would hear this whining noise coming from my Ex every winter in cold temperatures. The whine happens on idle stops happens again stops, then when driving at first it would whine every time the rpms reach 2000 and then they stop. Has done this the last two winters and I could never figure it out. Any suggestions?

Never had the transmission apart, had no issues with it since I owned it so didn't bother doing anything to it. Though I had the fluid checked and it's still good. Other than that that's about it.
