New parts are cheap, pick n pull might be cheaper or Rockauto
3rd gen CarPartsDepot, Head Light Lamp Grille Support Mounting Panel, 404-18117 FO1221123 1L2Z8190AA $56. Amazon
3rd gen L & R headlights $25-$30 each Amazon
3rd gen Dorman Headlight Sockets, need 2 highbeam and 2 low beam Amazon
3rd gen headlight clip (4) 50-8222 HEADLIGHT RETAINER $14.95 each LMC Truck
find at salvage yard-LMC is too much at $60.
3rd gen Evan-Fischer EVA17772022955 Grille $40 Amazon (chrome or paint)
2nd gen L & R turn signals, you can cut up old ones or get new for $35 a pair Amazon

Mounting brackets to join panel parts are from my junk parts, find similar to use

Mark parts to cut
To cut panels and turn signals I used hack saw, saber saw and dremmel cutting disc
I used files to dress up cuts on turn signals
drill screw holes first, fiberglass panels don't like screws
Skill and time:
If you like making stuff and solving problems on your Explorer this is a good challenge,
I spent many hours trying out ways to get this to work, the 3rd gen support panel is just too wide for 2nd gen
and useing the 2nd gen center saved a lot of work (air bag senser, grille trim still mount)
using 2nd gen turn signals solve the fender issue
Headlight wiring must be soldered and heat shrink for safety, no micky mouse wiring
Front facing turns are cut off so I put led turns in grille
Aim headlights when finished, mine came with bulbs.
