Part Identification Help

Some of the fun of getting a new car is the little mystery parts you often get with it. I'm usually pretty good at finding what they are for, but these that I found in the glovebox have me stumped.

I tried to look up the part number, but got nothing. I have had a good look around the vehicle and can not find an apparent place for them.

Anyone know?

I'm sure the answer will either be real obvious, or for some option I do not have.

Something I would never use anyway. They seem more like an interior part, and not something I'd want securing gear to my roof at highway speeds.
