01 Sport Not turning over w/ odd symptoms

'01 Explorer Sport
My 2001 Explorer Sport 4.0 SOHC wont turn over in park or neutral, all it does is one click (from the starter) and nothing. Its an automatic trans with the 5r55e.
-The neutral safety switch is a brand new motorcraft unit. (Installed today)
-The starter was tested and it was ok.
-Battery was tested and is ok.
-All battery connections/grounds are clean & tight.
-When key is turned on, everything comes on like normal, except turning over & starting.

Does anyone have input on what to do next?

I did the adjustment per a haynes manual and all gears engage perfectly. The neutral line on the switch lines up exact when vehicle is in neutral as well.
 






Could there be an issue with the engine itself to prevent it from turning over?

Negative. It occasionally starts up and runs/drives like normal. I have an electric gremlin somewhere unfortunately. I need to get a meter that determines shorts/breaks in a wire.
 






What happens if you jump the starter relay?
 












I dropped it off at a dealership for them to track it down. We'll see what they say.
 






Got the Explorer back today. The starter was no good when installed on the vehicle. But when it was bench tested it was ok.
