engine lacks rpm,,

2005 4.0 sohc with an engine out of a Sport Trac, , ran fine for almost a year,,

fast forward to a couple months ago,, started lacking power and would surge after 3000 rpm, almost as the neutral safety was on,, , it's been to several shops, no CEL , no Trans codes,,

Thinking the neutral safety or range selector could be bad, but haven't had the chance to pursue it with this polar vortex crap,, and 2 1/2 feet of snow ,,

Any ideas ?

plugged cats. the kids 01 sport did the same thing until we hollowed them out. i know its a no, no, but it is what it is
