Remote, Can't Get Into Programming Mode

Hey all !!!

2002 Sport Trac, Base Truck, Speed Control Clock Spring added (no error), 5 Speed

Got a remote programming issue....
I am trying to get into programming mode for new remotes.

My process (and knowledge of this part) is:
Open driver door.
Press unlock.
Insert key.
In 10 Seconds, Cycle key OFF to Run, eight times leaving on RUN on the eigth time.

Locks should cycle to lock then to unlock.
(Unlock confirms programming mode).
In my case, they lock, but no unlock. Not in programming mode. Will not see new remote.

Any thoughts ?
Procedure mods ?
Gremlins ?
Can programming mode be enabled/disabled ?
Is remote program possible through Forscan ?

Diagnostics: on Forscan I show a logged PID B1352, but no check engine. I do not see this code on Torque.
Is related ?

Current non-OEM remotes work but I wanted OEM remotes.

You want to toggle the ignition key quickly between OFF/ON quickly 8 times (don't start the engine) if I remember correctly. The the door locks should lock/unlock (cycle) once and then you have 5 seconds to press a button on all remotes you want to program. I've purchased at least a 1/2 doz removes (for multiple Explorers) off eBay. They look and function just like the OE remotes at a fraction of the cost. Why spend more?

Run = On ( not start )
But, truck wont go into programming mode.

Open door
Click unlock
Cycle Off to Run (on) 8x
Locks cycle Lock to Unlock...

...but as described above, and in first post, the lock cycle is not happening.

Looking for thoughts....

One last thought, when you say OFF are you turning the key to the position where it can be pulled out, or just until the dash lights go off? It's been years since I've had to program a remote, but I think I just get into the vehicle, shut the door and then just turn the key quickly from dash lights off to ON 8 times. I do recall the owner's manual saying something about locking the doors before turning the key, but I've never found this necessary. That's all the idea's I've got for you.

Off = can pull the key out- as indicated in manual.

So any ideas as to what would hamper program mode ?
B1352 is a key circuit PID (blue chime wire), would this fault program mode ?
Can forscan force load program mode ?
Any one ???
