Hello I live in central New York where the weather has been in the single digits. My 99 explorer limited is having trouble starting in this weather and sometimes I have to jump start it, or turn the ign on and off a few times to get it started. I appreciate all the answers and advice. As far as it being covered by plastic I'll have to see if the plastic insert that says all on it acutely has pins behind it. If find it really of if that was the case that would mean it's never been hooked up since it change out of the factory.
