2001 sport trac acceleration hesitation

Im lost on my hesitation problem. I have replaced the fuel filter. Ran seafoam through entire system. Cleaned throttle body and IAC. and my baby still studders at low RPM. Now if i slam her in over drive its like she just opens up. But i cant always be doing this for it eats up my gas. I let off gas and step on again and sometimes it goes away but for the most part it always bogs down at lower rpm pretty bad. Any other suggestions to try?

i have the job 1 setup on mine. I can hear a slight whistle at some points in acclereation also. I just dont know of a good way to hunt it down.
