airbag sign keeps bugging me

my 2004 explorer has airbag warning sign. My Car technician checked it and doesn't know why. And it is not blinking, just stays on. It does not tell a code. I cleaned yellow connector, but not work.

Yesterday I found out that fuse was off (RCM, #19), under the driving wheel. and replaced... then fuses were constantly off... It does not seem a simple problem.

Why doesn't it show any code? and I found that it does not show seatbelt warning at all, when I turn ignition position...

DO I try to replace RCM?? what do you think?

You need a reader that will read the codes from the restraint system. Much like the transmission codes, a cheap universal reader will not pick them up. an ELM327 using forscan will give you the codes for the restraint system. Once you have the code it should point you directly at the component that is faulty.
