ALT 1 and ALT 2 Fuse Fields

Hello all; just wondering on my Gen 1 stock 4.0L what the ALT 1 and ALT 2 Fuse feilds are in the stock engine bay fuse box. These are unused from the factory as the Alternator uses a 15A fuse but these are Said to be ALT Power 1/2 and call for a 60A fuse.

Is this a built in wirring for dual battery setup?
Why would they call them Alt power fields?
Maybe bat 1/2 and where or how whould you wire in this settup?

Also wondering if it is normal (does any one else notice this or has "solved" this if possable) that when driving for periods of time the Battery Volt meter (stock in the inst cluster) creeps up to the 14 or 16 Volt range even just driving on the Hwy?

I used to have Offroad lights and it would do this I assumed due to the load demand the Alt would put out more to keep up to battery needs; and one day she stalled and restarted on the Hwy at night as I flipped my lights all on together, now I turn them on in pairs... but my lights are not on my truck anymore since they got stollen; so the system is stock now
