My older brother has 98 Explorer 4.0L 2 door 5spd and is using a phone app code scanner. Could someone chime in please, never seen this code?

What you have pictured makes it look like you are running the free version of the app and the author wants $10 to unlock the OBDII J1850 PWM feature of the app so you can use it at all, which is simply the protocol that your era Ford vehicle uses, not an error code at all.

You should abandon that app and get either the Torque app, or better still Forscan app which has Ford specific codes and features. They both have a free version which does most things, and a paid version which does more.

I assume you are using the phone linked to a wifi or bluetooth dongle plugged into the vehicle's OBDII port? If you are not, if it is just an app on a phone, it might be a scam.

That sucker has not even talked to the pcm yet, your brothers pcm uses the PWM J1850 protocol (language) to talk to the scanner
