Front axle won't engage.

Hey,
My friend just got a older...'94....anyways, it's in reasonably good shape, low milage, etc...only thing: He didn't check out the 4 wheel drive when he bought it...He was wondering why it got stuck...well, low and behold, the front axle isn't engaging...the front shaft turns in 4X, just not the wheels.
This is my level of involvement: I flicked the switch while he looked for the actuator...He can't seem to find it. He reports no cables, vacuum lines or wires on the front diff...Anyone got any idea where the thing actuates, whether it's electric, vacuum, whatever. I'm not a Ford guy, so I'm of no help, we looked in a Chiltons, they were no help/// So, "HELP!!!" Please.

It sounds like the hubs aren't engaging. I'm assuming that you have the auto hubs which are notoriously problematic. You may be able to clean them out to get them working again. Or you could just switch to a set of manual hubs and have a much stronger and more reliable set up.
