Yes, Correct California outlawed the purchase of Cat Converters from Junkyards back in the 80's

Aren't most of the regulations in responce to all the auto dealers beating the Clean Air act and not requiring them to make Electric cars? So they basically screw everyone else to make there vehicles more or less CO2 emitting beasts.
