Just today a girl nailed my rear quarter panel. Bend the Rear bumper and the chrome plate on the back and slightly bend the rear quarter panel. How much would this cost to repair? If i get enough money I am just going to get a Rear Tire Carrier/Bumper, since i want one anyway.

Is the bumper itself bent or is it just out of position? If the bumper isn't damaged badly you can just get new bumper brackets which are $50-100.
