Need help with Aux lights!!!

Okay, i have the idea of creating the $10 roof rack as stated here http://www.explorerforum.com/forums/showthread.php?t=201833&highlight=%2410+Light+Bar
However, I wanted to bolt them on with U bolts through my roof. If it was to rain would the water seep down through the hole and get my headliner all wet?
It seems like a pretty easy answer but i just wanna be sure.

And if anyone has any ideas how to make the $10 light bar for a first gen explorer it would be very helpful!
or if you would recommend me putting these on my front bumper, please let me know!
I'm new to all of this, and i want them to look good and professionally installed.

for the holes when i put in my roof rack just put some gasket sealer around the bolts and wires also for my lights i just drilled some holes in the stock crossbar and bolted them in
it hasnt leaked yet and thats the stock rack moved forward some
